Hongkong telegram No. 275 to Colonial Office.
Naval Attaché believes questions of blockade and
declaration of war have been temporarily shelved as amount of munitions passing through Hongkong is small compared with the many disadvantages and difficulties which would arise from a declaration of war. Military attaché has similar information from the D.M.O. & I, and understands that if it were decided that amount passing through Hongkong was sufficient to justify blockade, then war would be declared formally on China.

I consider and Service Attachés agree that assembly of aircraft referred to in ilongkong telegram No. 270 to Colonial Office would be the determining factor and even their supply might have similar result. It is therefore very important that assembly should be prohibited.
